The academy was created on September 10, 1929 as the Institute of Political Education out of the Kharkiv Institute of National Education (1921-1933) which was a temporary school in place of University of Kharkiv. In a year the school was renamed into the Kharkiv Institute of Political Education and next year - the All-Ukrainian Institute of Communist Education.

During that time the institute had seven departments: librarian, book marketing, scholar, museum, tourist, atheistic, and mass-agitation.

In July 1935 the institute was transformed into the Ukrainian Library Institute that included just two librarian departments. In 1939 the school was renamed into the Ukrainian State Library Institute.

During the World War II the institute folded and once again became department of the University of Kharkiv which was evacuated to Kyzylorda in the Kazakh SSR. After the war it was once again reestablished in June 1947 back in Kharkiv as the State Library Institute. In 1950 there was opened a department of cultural education.

Finally in 1964 the institute was transformed into the Kharkiv State Institute of Culture.

After the fall of the Soviet Union many other departments were opened in the institute such as legal studies, musical folk art, culturology, choreography, foreign students relations and others. On June 8, 1998 the institute was renamed into the Kharkiv State Academy of Culture.

Today Kharkiv region is the leading industrial, agricultural, scientific and cultural region of Ukraine, which cooperates with many countries.

Kharkiv region is the most powerful educational and scientific center of Ukraine. Its potential is measured by the following indicators: 624 preschool educational institutions, 965 secondary ones, 111 out-of-school institutions, 58 vocational ones, 92 higher educational institutions of all levels of accreditation and over 200 scientific institutions. Kharkiv higher education is represented by 14 institutions that have the status of National, where about 292 thousand people study, what is very significant. During recent years scientific base of Kharkiv takes one of the leading places among regions of Ukraine for the scientific development and innovations. Kharkiv scientific schools are world-renowned.

Kharkiv is a city in North Eastern Ukraine; it is the administrative center of Kharkiv region. Kharkiv is the largest scientific, cultural, industrial and transport center of Ukraine.

The combination of potential of higher educational institutions and of research institutions let create appropriate conditions for the development of international education market. Almost all educational and scientific centers of Kharkiv actively cooperate with relevant EU and world institutions; they have many joint scientific and educational projects aimed at the involvement of Ukrainian scientists and specialists into joint research programs, they provide a gradual integration of the Ukrainian education system, while obtaining the standards required, into European system.


Today, when the borders of the countries which are the EU members are very close to Ukraine and the European institutions’ activity applies not only to new countries, but also to new areas of activity, information about the EU is particularly valuable and becomes increasingly important. Creation of the EU Information Center in the student capital of Eastern Ukraine lets understand better the processes of European integration of our state, provides with current and comprehensive information about the EU and its relations with the outside world.

In the historical center of Kharkiv stands the Kharkiv State Academy of Culture. There are five buildings with 106 lecture rooms, an assembly hall, a gymnasium, and a student theatre.




When student arrive to airport he/she will be met and transferred to university. At university student have orientation and welcome brief. After orientation student will be placed at university hostel. During all time of studying at university foreign students are supported by qualified team of International Department. All their needs will be satisfied with pleasure. There is very helpful consultancy for students who have educational difficulties.


All university hostels are secured and have time restrictions for guest to ensure safety and good condition of living.


The Ukrainian people are philosophical and peaceful. The most recent example being the Orange revolution, a completely peaceful demonstration by the people looking for political change. You will find that Ukrainians are very amicable and have good sense of humor. There is no racism at all. Strangers will be extremely friendly with you and be impressed that you made the effort to visit their country over their more visited neighbors.

The academy ranked 152nd in the rating “Top 200 Ukraine” of the institutions of higher education of Ukraine in 2011 (“Dzerkalo tyzhnia” #20 of June 4, 2011).

It ranked 10th in the annual rating of institutions of higher education “Compass” (“Segodnia” of May 16, 2012).

According to the rating of the best institutions of higher education of Ukraine, composed by Institute of Innovation Technologies of the Ministry of Education and Science, Youth and Sports of Ukraine, KhSAC took 9th place among institutions of higher education in the sphere of culture, arts and design (“Osvita Ukrainy”, # 26 of June 25, 2012).
